Rights of Management
While a union is free to negotiate on behalf of its members, a labor union contract does not cover all of the issues that may affect the terms and conditions of employment. For example, contracts recognize the right of management to determine where, when, what and how work will be performed.
Management also determines how many employees it will take to do specific work.
