Step 1: Must be filed by the employee or PEF at the facility or local level within 30 days of the act or omission.

Step 2: Upon receipt of the Step 1 decision, the Step 2 appeal must be filed within 10 working days. This appeal must be made, in writing, to the agency responsible for the facility or local department.

Step 3: Upon receipt of the Step 2 decision, the Step 3 appeal must be made, in writing, to the Governor's Office of Employee Relations within 30 working days with the approval of PEF.

Step 4 - Arbitration: Upon receipt of the Step 3 decision, contract grievances, which are appealable, shall be filed for arbitration with the Director of the Governor's Office of Employee Relations within 15 working days with the approval of PEF.
