Public Employment Relations Board
The Public Employment Relations Board (PERB) was created in 1967 with the enactment of the Public Employees' Fair Employment Act (commonly known as the Taylor Law). Both the union and management can file charges of Improper Practice (IP) with PERB when either party violates the Taylor Law.
PERB does not enforce the contract—contract violations are handled by the grievance procedure.
