Ed approaches you and explains that three and one-half years ago he received a final rating of "Satisfactory" on his performance evaluation but does not like the narrative. He feels it does not accurately describe his performance during the evaluation period and actually seemed to suggest that his performance was "Unsatisfactory."

He has recently been canvassed for a promotion in another agency and doesn't want them to see what was written over three years ago.
