Case Study #3 - Brian

Brian is a Nurse 2 and eligible for appointment from the civil service list for Nurse Administrator 1 (NA1). About two years ago, the NA1 on the day shift at Brian's facility retired. At the retirement party, Brian was asked to assume the duties of the NA1 position due to the "emergency" created by the retirement. He has been promised a promotion when the facility management can get approval from the Division of the Budget (DOB) to fill the NA1 position. Brian has asked repeatedly for information about the progress of the budget request, but is told they are "waiting and hopeful that it comes soon."

Brian comes to you for help. He would welcome a promotion, but he doesn’t want to continue performing the duties of a NA1 without one. He is troubled because he has been doing the job for two years.
