Explaining the Contract

Sample language in the PEF contractThe contract between the Public Employees Federation and the State of New York is a complex, legal document that spells out the conditions of work for PEF employees. The document is full of legal terminology; it can be difficult to understand. Even though most members know the contract spells out their rights and benefits, few ever read much of it. The legal language can be difficult to wade through.

But, when members are concerned or upset about a particular issue, the steward has an opportunity to go over the contract language with them and explain what it means. This can help members decide what to do about the problem. It can also build support for proposing changes in the next contract.
