Glossary

Bargaining unit
A group of employees who share a sufficient community of interest who are then grouped together for the purpose of negotiating collectively with their employer. PEF represents the Professional, Scientific and Technical employees (PS&T) who work for New York State.

Council
A PEF Division Council is comprised of stewards elected by the membership of that Division. Division Officers consist of a Council Leader, Assistant Council Leader and Secretary/Treasurer who are elected and serve in accordance with the Division and PEF Constitutions.

Division
A PEF Division consists of a minimum of 50 PEF members. Once formed the Division establishes a Division Constitution which among other duties formalizes the process for the election of officers and stewards.

Fee payer
Members of a Bargaining Unit who have not officially joined the union
They are covered by all of the provisions and benefits of the union contract except those benefits provided entirely by the union for members.

Members
Employees in a bargaining unit who choose to become members of the union by signing membership cards. Members pay dues which in turn support the union in its efforts to represent them.

Mobilization
Used to describe methods used by a union to prepare the membership for action through communication, organizing and member education

Steward
Members of the union who have been elected by the members of a Division to serve as their representatives in the workplace
